Do you have any historic volume numbers for the services being requested based on previous year numbers?

The 2 incumbent vendors' contracts are widely used both by HCDE and about 40 Choice Partners Coop members including many of the largest ISDs in Region 4 (Texas).

The 2 incumbent vendors' contracts are widely used both by HCDE and about 40 Choice Partners Coop members including many of the largest ISDs in Region 4 (Texas).

Can you provide what your definition is for the following services you are requesting pricing for: 1. Employee Qualification Reports (are these the same as DQFs?) 2. Employee Record Administration 3. Employee Record Maintenance & Setup 4. Random Record Maintenance 5. Certification & Verification.
Answer:
Vendor should understand first that this is not a "bid" where HCDE defines specific services and then asks you for a price. Rather it's an RFP. Your response should be a proposal (You define the services) based on your services and pricing that you expect is competitive and will meet the needs of our members - which include over 2000 educational, nonprofit and government entities. Proposed pricing and services should be applicable to all CP members (you may define the service area in your proposal). Also suggest that you review choicepartners.org/view-members to be familiar with CP members, whose specific needs/volumes, etc. will likely vary.

What walk in clinics does Harris County utilize, and are there enough location options to meet the County's needs for the services being requested?
Answer:
Incumbent contractors can be found on Choice Partners.org https://www.choicepartners.org/category/Drug-Testing-Services . Historically most of the services have gone to Cooperative members, and just a small fraction of that to HCDE, so that makes it hard to answer the 2nd part of your question.

How many employees need to be tested? What is the estimated number of urine and breath-alcohol tests you will need each year?
Answer:
Each member of the Coop as well as HCDE has their own specific needs. There are a large number of transactions on the incumbent contract and historically most of that activity is with Cooperative members, including many of the largest school districts in Texas. Please read section 1 of the RFP document as well just so you are clear of the "piggyback" nature of the contract.
